vka		| float		| is either vertical hydraulic conductivity or the ratio of horizontal to vertical hydraulic conductivity 
						depending on the value of LAYVKA. If LAYVKA is 0, VKA is vertical hydraulic conductivity. If LAYVKA is not 0, 
						VKA is the ratio of horizontal to vertical hydraulic conductivity. In this case, HK is divided by VKA to obtain 
						vertical hydraulic conductivity, and values of VKA typically are greater than or equal to 1.0.
